Following your inadequate response (dated June 16, 2023) to my Record Access Request, I am hereby notifying you of my intention to ask the Office of the Information and Privacy Commissioner to review your actions and the restricted information you have chosen to disclose.

I am specifically challenging your policy of redaction in this case on the grounds that it is obstructing justice and is in no way reflecting the VPD’s trumpeted slogan of going “Beyond the Call”.

A complainant of course has the right to privacy if they are a good actor proceeding in good faith. They have no such right to privacy if they are a bad actor who deliberately made a false and malicious complaint. Then any privacy attaching to them is in fact being used to obstruct or pervert the course of justice.

Moreover, the notion of privacy protection becomes absurd when the identity of the complainant is already fully known and the broad strokes of their complaint fully known too.

What is being done here is that the VPD is weaponizing bureaucracy to prevent me from gaining access to (discovery of) vital details concerning a false and malicious complaint made against me by the dangerous leader of a cult, Corey S. Rebhahn of North Hollywood, Los Angeles (aka “MORGUE”, leader of the “NEOGENIAN” cult) who made a staggeringly serious complaint about me, alleging that I was a National Security and Terrorist threat and an imminent lethal threat to the President of the United States of America, a foreign country.

This complaint was insane, as evidenced by the fact that no proceedings were initiated against me despite the extraordinary nature of the complaint against me. Could an accusation be any more serious? I could have been shot dead by law enforcement given the seriousness of what was alleged against me!

If such a serious allegation fails, it should immediately and automatically raise the suspicion that the complaint was false and malicious. I know for a fact that Corey S. Rebhahn was asked to produce a screenshot of me supposedly making a death threat to POTUS in the days preceding the wrongful actions initiated against me by the FBI and VPD (wrongful in the sense that the evidence against me was patently ridiculous if any serious attention had been paid to investigating the veracity and motivation of the complainant).

On September 20, 2022, I provided definitive evidence to VPD detective DARREN HUDNIUK VA1313 of the CRIMINAL INTELLIGENCE UNIT that the KEY piece of evidence cited against me – the basis of the entire FBI/VPD operation – was totally DOCTORED, contrary to law, with this constituting ABSOLUTE PROOF that the complainant made a false and malicious complaint against me. Detective DARREN HUDNIUK completely ghosted me and my proof. An utter disgrace and a fundamental breach of the most basic policing.

So, I have been left in an impossible position by the deliberate actions of the VPD, who are now, in my opinion, actively protecting a felon through building a bureaucratic blockade against the pursuance of justice against this individual, Corey S. Rebhahn.

My expectation, given how obstructive the VPD has already been in this case, is that the VPD will continue to obstruct/ pervert the course of justice in favor of the false and malicious complainant in this matter since they do not want their own inept actions and decisions in this matter exposed, so they are engaged in a cover-up, denying me sight of key evidence.

This will be the case I shall be making to the Office of the Information and Privacy Commissioner. I seek to have you compelled to remove all redaction from the document you sent me. Why? In the interests of bringing a FALSE AND MALICIOUS complainant to justice.

Your actions, I propose, would be entirely reasonable and legitimate if the complainant had acted in good faith and I had no reason to suspect otherwise. Since I know for a fact that this is not the case and have absolute proof of this assertion and have already provided it to the VPD, only to be ghosted, I shall be informing the Office of the Information and Privacy Commissioner of all the VPD’s obstructive actions in this case, in an attempt to prevent justice from being done.

So, you now know for a fact that I seek to bring a counter-complaint against the complainant Corey S. Rebhahn, and I absolutely require sight of all information that reached you regarding this individual and his complaint to you in order to fully develop the case against HIM. If you block me from receiving this information, then I am arguing that you are deliberately assisting a felon, contrary to law.

No one in the VPD has even bothered to talk to me about any of this and I have literally been ghosted by a VPD detective. I repeat, what a disgrace. So much for justice. So much for going “beyond the call”. You should be ashamed to ever say any such thing. You can’t even accept the call, never mind go beyond it.

Anyway, outside organizations will hopefully help me to secure the justice I have been blatantly denied by the VPD.

I trust the Office of the Information and Privacy Commissioner will compel you to surrender the information you are currently withholding. Privacy can NEVER be used to conceal the actions of criminals!

Privacy laws do not exist to protect criminals in the commission of their crimes. When a complaint about a complainant has been made, it is the duty of an investigative force to carry out a suitable investigation, or to release the information to allow others to do so where there is prima facie evidence of malicious intent on the part of the complainant. In the case of cult leader Corey S. Rebhahn, the evidence is overwhelming and incontestable, yet the VPD is manifestly protecting this criminal.

I look forward to your prompt response and the full disclosure of all information currently redacted concerning the named individual Corey S. Rebhahn (“MORGUE”).
